Cette décision précise que les points d'interconnexion incluant des ports maritimes, des ports intérieurs et des terminaux intermodaux constituent une condition préalable à l'intégration des différents modes de transport dans un réseau multimodal.

Decision No. 1346/2001/EC[9], amending the guidelines adopted in 1996 as regards seaports, inland ports and intermodal terminals, as well as project No. 8 in Annex III, was adopted by the European Parliament and the Council on 22 May 2001. The Decision states that interconnection points, including seaports, inland ports and intermodal terminals, are a pre-condition for the integration of the different transport modes in a multimodal network.

Un accord est intervenu le 27 février entre le Parlement européen et le Conseil réunis au sein du Comité de conciliation sur la décision modifiant la décision nº 1692/96/CE en ce qui concerne les ports maritimes, les ports de navigation intérieure et les terminaux intermodaux.
