Under this plan IUU fishing illegal fishing is defined as activities conducted by vessels in contravention of the laws and regulations of States that are parties to a relevant regional fisheries management organisation, while unreported fishing refers to activities which are unreported, or misreported (e.g. tonnage, species or fishing area), to the relevant national authority or regional fisheries organisation.

17. Urges the Commission to adopt Community trade and customs laws which will seal off all the Member States’ markets against the products of illegal fishing, which may arrive by sea (either directly in fishing vessels or in merchant vessels), by air or over land; for this purpose, customs control procedures will have to be established which will enable a tally to be kept in real time of imports of the fisheries resources regulated by the regional fisheries organisations, so as to ensure that the quotas allocated within those organisations are not exceeded;

9. Calls on the Commission, whilst increasing its duties and responsibilities within the regional fisheries organisations, and taking into account the large number of organisations which implement arrangements for migratory species, the fact that most of the new regional organisations whose creation is called for have as their main if not sole purpose the regulation of fishing for this type of species, and in view of the responsibility deriving from the European Union's ratification of the New York Agreement on straddling stocks and highly migratory fish species, to create a new unit for major mi ...[+++]gratory species as part of the establishment plan for the Directorate-General for Fisheries;

3. Considers that the Commission must participate in all regional fisheries organisations which already exist or are set up in the future. Its role, degree of representation and participation in the development of their activities should be commensurate with the powers of these organisations, and it should allocate adequate human and material resources to the interests of the Community fishing sector, which will be at stake;

Whereas the monitoring, inspection and surveillance measures in this Regulation applicable to fishing vessels flying the flag of a third country which carry out fishing activities in the Community fishery zone should be amplified; whereas, in particular, such vessels operating in this zone should be subject to continuous satellite surveillance from the date on which the "Vessel Monitoring System" (VMS) applies to all Community fishing vessels of more than a stipulated length; whereas it is necessary to intensify the inspection and surveillance of landings by vessels flying the flag of a third country and particularly, as a matter of priority, in the case of vessels flying the flags of countries against which ...[+++]regional or international fisheries organisations have taken measures of any kind, following the steps taken by certain regional fisheries organisations to increase the effectiveness of measures for the conservation of fishery resources on the high seas, catches taken in the zones concerned;

The Commission should promote, where appropriate, regional or subregional cooperation through regional fisheries organizations in relation to research on the state of stocks and their management; (iv) to examine with Member States the possibility of determining the financial counterpart in connection with fisheries agreements in the light of economic and commercial realities, and of improving the parameters for measuring fishing possibilities; (v) to examine to what extent and by which means the financial costs of all fisheries ag ...[+++]reements with third countries should be equitably shared, on a non-discriminatory basis, between the Community and those shipowners who benefit from these agreements, whilst taking into account the interests of both the Community and the Community shipowners as well as of the third countries concerned.
