1. Dans le cadre de la gestion décentralisée, la Commission peut décider de confier aux autorités des pays tiers bénéficiaires la gestion de certaines actions après avoir constaté que le ou les pays tiers bénéficiaires sont en mesure d'appliquer, à la gestion des fonds communautaires, les critères suivants, en tout ou en partie, selon le degré de décentralisation convenu:
