6. Is concerned that annual accounts of the Joint Undertaking received a qualified opinion from the Court of Auditors on the legality and the regularity of the transactions underlying those accounts on the grounds that the error rate resulting from the ex post audits was 6,16 %; notes that the Joint Undertaking completed ex-post audits covering EUR 44 300 000 (18,8 % of all cost claims received by the Joint Undertaking in the triennium beginning in 2008); regrets that the error rate resulting from those ex post audits was 6,16 % and 4,09 % when taking into account the corrective actions implemented such as a recovery mechanism; reiter ...[+++]ates that the Joint Undertaking should reinforce without delay the quality of its ex-ante controls related to the grant management; requests that the discharge authority is informed of the results of the following ex-post audit processes conducted by the Joint Undertaking and that a detailed progress report be produced which makes specific proposals for a gradual reduction in error rates;

Considers that there is an inherent complexity in the regional economic structure and a certain degree of interdependence between economic, social and environmental issues; takes the view that, although GDP is still a relevant and rigorous measurement of development in the implementation of the programmes in regions and cities, it is sometimes likely to provide an incomplete impression that takes no account of the actual situation in the regions; considers, therefore, that a robust, fair, open and scientific debate on the merits of other indicators in addition to GDP should take place; underlines that whereas GDP should remain the ...[+++]main criterion for Objective 1, other criteria should also be used to categorise and prioritise support to Objective 2 regions, based on the respective social, economic, environmental, demographical and geographical challenges which they face, in accordance with Council Regulation (EC) No 1083/2006; notes that the Member States might consider investigating further indicators – environmental and social factors, for example – that give a broader picture of the well-being of society, the specific characteristics of Objectives 1 and 2 regions and cities and the added value produced by EU policies at national level, with the aim of not leaving vast and poorly developed areas outside the development offered by the common European cohesion policy;

(22) The need to ensure efficient operation of the ENIAC Joint Undertaking and to attract specialised scientific and technical staff of the highest calibre, requires that, in agreement with the Governing Board of the ENIAC Joint Undertaking, the Commission and the participating Member States may second as many officials as needed to the ENIAC Joint Undertaking and recruit the remaining staff needed by contract, taking into account the fact that staff costs should be kept low and the time for the setting up of the ENIAC Joint Undertaking short .

The Joint Undertaking shall adopt provisions and rules forming a procurement system, integrated and compatible with the ITER Organisation's procurement system and taking into account the Joint Undertaking's specific operational needs stemming, inter alia, from international commitments, thereby allowing the Joint Undertaking to accomplish efficiently and timely the scheduled procurement activities.

10. Welcomes the Commission's communication to the Council and Parliament concerning an action plan for the collection and analysis of Community statistics in the field of migration (COM (2003) 179); calls for the speedy and full implementation of the action plan for statistics so that the Union is in a better position to collect, exchange and process information on illegal immigration and, in particular, the trafficking of women and children, taking account of Parliament's opinion on the communication;

2. The Communications Committee shall, taking account of the Community's electronic communications policy, foster the exchange of information between the Member States and between the Member States and the Commission on the situation and the development of regulatory activities regarding electronic communications networks and services.
