Ce serait conforme à l'objet du projet de loi énoncé à l'article 3, à l'esprit dans lequel tout cet exercice a été entrepris et à la promesse tacite—du moins celle qu'a faite le ministre—que c'est l'objectif de cet exercice, à savoir, reconnaître l'indépendance et la souveraineté des Premières nations pour qu'elles puissent se gouverner elles-mêmes comme le veut l'article 35 de la Loi constitutionnelle de 1982.
This would be in keeping with the purpose of the bill in clause 3, with the spirit in which this whole exercise was undertaken, and with the tacit promise—at least on the part of the minister—that this is what this exercise is seeking to achieve, namely, independence and recognition of the sovereignty of first nations to govern themselves, as per section 35 of the Constitution Act, 1982.
