15. Considers it regrettable that, although President Juncker’s political guidelines provide for ‘a proposal for a more efficient external representation of our Economic and Monetary Union’ to be taken ‘during the first year of (the) mandate’, the 2015 Work Programme did not provide details on this, and asks that it be included for 2016; calls on the Commission to use its right of initiative in accordance with Article 138(2) of the Treaty on the Functioning of the European Union and to propose ‘appropriate measures to ensure unified representation of the eurozone within the international financial institutions and conferences’;

The Management Board should be entrusted with the powers necessary to establish the budget, verify its execution, adopt the appropriate financial rules, establish transparent working procedures for decision making by the Agency, adopt the Agency’s work programme, adopt its own rules of procedure and the Agency’s internal rules of operation, appoint the Executive Director, decide on the extension of the Executive Director’s term of office after obtaining the views of the European Parliament, and decide on the termination thereof.

In order to allow the CRIS Committee to successfully achieve the objectives set by this mandate, the work programme needed to be structured on the basis of the following elements: fact finding, analysis and conclusions.

6. Parliament's Rules of Procedure should stipulate that the Prime Minister of the Member State holding the Council Presidency will present the Presidency's individual programme to Parliament at the beginning of the Presidency's term of office and provide Parliament with an assessment of the outcome at the end of that term of office.
