Compte tenu du fait que le Brésil est comparable à la Russie et à l'Ukraine en ce qui concerne l'accès aux principaux facteurs de production de la fonte, à savoir le minerai de fer et l'énergie, et en ce qui concerne leur disponibilité, et compte tenu de la phase de transition actuelle vers une économie de marché dans laquelle se trouve l'économie polonaise, ce qui se reflète dans les données comptables disponibles, la Commission a jugé opportun et non déraisonnable de prendre le Brésil comme pays tiers à économie de marché, pour la détermination de la valeur normale de la fonte brute hématite originaire de Russie et d'Ukraine.
In view of the comparability of Brazil to Russia and Ukraine, with regard to access to and the availability of the major inputs for the production of pig iron, i.e. iron ore and energy, and taking into account the present transitory state of the Polish economy towards a market economy, which is reflected in the available accounting data, the Commission considered it appropriate and not unreasonable to take Brazil as the market-economy third country for the determination of the normal value of hematite pig iron, originating in Russia and Ukraine.
