(5) In the case of a fishing vessel that proceeds more than 20 nautical miles from land, where there is no other means of preventing water from entering the main hull by way of a broken window or side scuttle that is situated above the weather deck, there shall be provided

(8.2) For the purposes of subsection (8.1), one of the means of escape shall be located as far as possible from the main entrance and may be a window or a scuttle that is of sufficient proportions to provide for easy exit by the crew members and that is capable of being retained in an open position by mechanical means while being used as an escape route.

E. whereas the high number of casualties in each case has been blamed mostly on the absence of minimal safety measures, as illustrated by barred doors and windows, missing exit routes, fire extinguishers, and emergency lights, unprepared and incompetent management, dangerous stocking of inflammable material close to the workers, illegal and dysfunctional building construction, lack of access for the fire brigades and their delayed reaction;

I walked with around 20 000 people – lesbian, gay, heterosexual, bisexual, transgender – through the main streets of Warsaw, with extremist demonstrators being pushed away by the police to the margins where they belong, and with lots of heterosexual citizens – such as women with their dogs watching from buildings – greeting us and saying that we, as lesbians and gays, were at the centre of society, in the mainstream.

As regards the main new features introduced by the proposal, the programme is to be broadened out the cover the doctoral level; scholarships may be awarded to European students taking part in the programme; European industry and commerce and research centres are to be actively involved in implementing and developing the programme; and the External Cooperation Window is to be incorporated into the programme under Action 2, which extends to every level of study, including bachelor’s degrees, a fact which could enable exchanges with third countries to be translated into reality at the starting level of higher education.

One of the major modifications to the programme, apart from the inclusion of doctoral studies, is the proposal to incorporate its External Cooperation Windows more directly.
