I think that's accurate to a point, except you don't take into account the result I referred to earlier, that being the Supreme Court decision on Baker, which found that under the old act, the present act, the ability under subsection 70(5), the danger to the public section, the department wasn't obliged to give reasons for why that person was found to be a danger to the public, right?
