Emphasises that the Court should be at the forefront in defining a working method whereby national SAIs and the Court step up the coordination of their resources to evaluate the expenditure and performance of the EU budget, avoiding duplication of control work and sharing control information, identifying risk areas, conducting joint audits or involving SAIs more closely in ECA audit missions, which results in the development of common working methods and greater effectiveness at each control level; notes that the sharing of audit and control data and best practices between the Court and the SAIs is key to improving the targeting of ...[+++]audit and control efforts; notes that too many layers of control exist and that these duplications should be avoided in order to decrease the burden on managing authorities and beneficiaries;

As part of this process, it was decided to consolidate and centralize all program administration to one area within the Department in order to reduce the risk of duplicating project work across regions; to provide greater consistency, monitoring and accountability on selected projects; and to improve access by producers and processors to AAFC services and programs they want and need.

Welcomes the Commission's efforts to hold all Member States fully to account through annual audit control reports and summary annual reports; calls for an appraisal of the reporting requirements, with a view to ensuring that information is not sought twice; considers the failure to provide accountability reports, or the provision of incomplete reports, by national administrative and control bodies, as well as any contravention of the minimum requirements laid down in the financial regulations, to be unacceptable and punishable; calls on the Commission, therefore, to develop proposals to improve and expand the existing reporting r ...[+++]equirements, incorporating a sanctions mechanism;
