Definition: Persistent eating of non-nutritive substances (such as soil, paint chippings, etc.). It may occur as one of many symptoms that are part of a more widespread psychiatric disorder (such as autism), or as a relatively isolated psychopathological behaviour; only the latter is classified here. The phenomenon is most common in mentally retarded children and, if mental retardation is also present, F70-F79 should be selected as the main diagnosis.

Definition: Residual nonspecific and variable behavioural change following recovery from either viral or bacterial encephalitis. The principal difference between this disorder and the organic personality disorders is that it is reversible.

As I understand it, the definition is clear in defining active ingredient, but we're not talking about non-active ingredients, because those ingredients themselves are possibly toxic and synergistic and therefore need to be part of any kind of protective measure for consumers.

(3) The principle underlying this Regulation should be that any material or article intended to come into contact directly or indirectly with food must be sufficiently inert to preclude substances being transferred to food in quantities large enough to endanger human health or to bring about an unacceptable change in the composition of the food or a deterioration in its organoleptic properties.

- Cells manipulated and combined with non-cellular components (e.g. biological or inert matrixes or medical devices) and exerting the principle intended action in the finished product.

Priorities have to be set. In the process, it emerges that infrastructures cannot wait. A sluggish system would make it impossible to overcome any accumulated delays.

Les ingrédients inertes constituent des secrets commerciaux.

I know it's true in the United States. Those are trade secrets, so you don't know what those inert ingredients are.
