Après la transmission en décembre 2012 par la Commission électorale nationale indépendante d'un chronogramme détaillé pour la tenue des élections législatives, l'Union européenne et la République de Guinée ont signé le 21 décembre 2012, à Bruxelles, le document de stratégie pays et le programme indicatif national (PIN) du 10ème FED et débloqués des fonds supplémentaires en appui direct aux populations (dans les secteurs de l'eau, la santé et l'appui à la société civile) pour un montant total de 34,4 millions d'euros, représentant 20% du PIN.

After the Independent National Electoral Commission sent a detailed timetable for holding legislative elections, the European Union and the Republic of Guinea signed the Country Strategy Paper and the National Indicative Programme (NIP) of the 10th EDF on 21 December 2012 in Brussels and released additional funds for direct assistance to the population (in the sectors of water, health and support to civil society) for a total of €34.4 million (which is 20% of the NIP).

Des mesures appropriées (art. 96 de l'Accord de Cotonou) visant un redémarrage progressif de la coopération en fonction du progrès de la Guinée vers l'ordre constitutionnel et la démocratie ont ainsi été adoptées: dans un premier temps la signature du DSP/PIN 10 FED et déblocage des fonds en appui direct aux populations, dès l'adoption par les autorités guinéennes d'un chronogramme électoral pour la tenue d'élections législatives; ensuite la mobilisation du solde des fonds après la tenue effective d'élections législatives libres et transparentes.

Appropriate measures (see Article 96 of the Cotonou Agreement) were taken with the aim of gradually resuming cooperation in line with the progress made by Guinea towards constitutional rule and democracy: the first step is the signature of the CSP/NIP for the 10th EDF and the release of funds to directly support the population once the Guinean authorities have adopted a timetable for parliamentary elections; the next step is the deployment of the remaining funds once free and transparent elections have been held.
