Il y aurait cependant deux exceptions: quand une autre loi aurait été adoptée postérieurement avec une clause nonobstant, ce qui impliquerait nécessairement qu'il y a eu débat au Parlement sur cette clause, et quand le Parlement aurait jugé majoritairement, à la Chambre et au Sénat, qu'il y a des motifs raisonnables pour écarter cette loi ou pour croire que la protection assurée par la loi adoptée postérieurement est encore améliorée.
There would, however, be two exceptions: in the case of a previously adopted piece of legislation containing a notwithstanding clause, which would signify that the clause had been debated in Parliament, and in the case where Parliament on majority, would have deemed, either in the House or in the Senate, that there were reasonable grounds for disregarding this Act or for believing that the protection afforded by the previously adopted legislation was even better.
