the meeting of the Standing Committee to the Member States of the Council of Europe, to any signatory, to any Contracting Party, to any State invited to sign
this Convention in accordance with the provisions of Article 19 and to any State invited to accede to it in accordance with the provisions of Art

1. Tout amendement aux annexes à la présente convention, proposé par une partie contractante ou par le comité des ministres est communiqué au secrétaire général du Conseil de l'Europe et transmis par ses soins deux mois au moins avant la réunion du comité permanent aux États membres du Conseil de l'Europe, à tout signataire, à toute partie contractante, à tout État invité à signer la présente convention, conformément aux dispositions de l'article 19, et à tout État invité à y adhérer, conformément aux dispositions de l'article 20.
