One of the amendments that I thought was a reasonable one was that a review process would be set up, similar to what was proposed in Bill C-11, the Copyright Act.

It must be able to understand what the problem actually is, because we've found in the human rights system a lack of understanding, particularly with respect to racial discrimination.

The committee has recommended that a treaty and aboriginal rights implementation review commission be established to serve at the national level — an independent oversight body.
