Acknowledges that there is increasing mistrust on the part of European citizens towards the European Union; however, reiterates that the Lisbon Treaty contains the elements needed to overcome that mistrust by strengthening parliamentary democracy, transparency and the rule of law, by enshrining fundamental rights, developing citizenship and enhancing the ability of the enlarged Union to act effectively at home and abroad; acknowledges also, however, that the financial crisis has shown that the Community instruments in the area of economic and financial policy are inadequate;
