(18) Toute règlementation du marché doit tenir compte de tous les éléments pertinents qu'implique la réalisation d'un appel en itinérance internationale (frais généraux, signalisation, départ, acheminement et terminaison d'appel, etc.) et des différences de coûts sous-jacents selon que les services d'itinérance internationale sont fournis pour des appels passés vers une destination à l'intérieur du pays visité, d'une part, ou pour des appels passés vers le pays d'origine ou un autre pays de la Communauté, d'autre part.
(18) Any regulation of the market should take account of all relevant elements involved in the making of an international roaming call (including overheads, signalling, call origination, transit and termination) and the differences in the underlying costs of providing international roaming services in respect of calls made to a destination within a visited country, on the one hand, and calls made back to the roaming customer’s home country or a third country within the Community, on the other.
