Internationally we are working to implement the UNFA principles and rules within the regional fisheries organizations to which we belong, such as the International Convention on the Conservation of Atlantic Tuna and the Northwest Atlantic Fisheries Organization, as well as through our participation and negotiations to create new regional fisheries organizations, particularly in the western and central Pacific.

C. whereas, according to the FAO's definition of IUU fishing, "illegal fishing" refers to activities conducted by vessels in contravention of the laws and regulations of states belonging to a regional fisheries management organisation (RFMO), "unreported fishing" refers to activities which have been misreported or have not been reported to the competent national authority or the relevant RFMO, and "unregulated fishing" refers to activities carried out by vessels without nationality or under the flag of a state which does not belong to a particular RFMO, in contravention of the conservation and management measures of that organisation,

We therefore support the Dolphin-Safe labelling of the AIDCP, the intergovernmental body which includes the European Union amongst its members; we call for transparency and clarity for consumers; we condemn illegal fishing – IUU – the flags of convenience which shelter it and we support the regional fisheries organisations and the Commission's role in them, we propose the creation of other new ones and we also request the maintenance and extension of the network of international tuna fishing agreements, given the highly migratory nature of these species and the guarantee that these international fisheries agreements represent for respo ...[+++]nsible fishing in the face of private agreements.

16. Calls on the Commission to incorporate into its internal rules the list of flag-of-convenience states and territories which has been drawn up by the regional fisheries organisations (CICCA, NAFO, CEPANE and CCRVMA) as a necessary source of legal security and to ensure that the list is also used to prevent the payment of subsidies in respect of the setting up of joint ventures involving vessels to be registered in the states and territories which appear on that list; calls for bilateral talks to be initiated with the states and territories in question with a view to discouraging flagging by countries which do not intend to assume the ...[+++]ir international responsibilities as a flag state;

9. Calls on the Commission, whilst increasing its duties and responsibilities within the regional fisheries organisations, and taking into account the large number of organisations which implement arrangements for migratory species, the fact that most of the new regional organisations whose creation is called for have as their main if not sole purpose the regulation of fishing for this type of species, and in view of the responsibility deriving from the European Union's ratification of the New York Agreement on straddling stocks and highly migratory fish species, to create a new unit for major migratory species as part of the establishme ...[+++]nt plan for the Directorate-General for Fisheries;
