L’étude porte également sur des points comme le secrétariat, les effectifs, l’exploitation du système IDL, les services de conférence, les arrangements financiers, la gestion et la coordination de la formation dans le domaine de la PESD au niveau de l’Union européenne et l’équilibre civilo-militaire au sein du réseau du CESD; cette étude est réalisée par le secrétariat général du Conseil et présentée au Conseil par la présidence en novembre 2008 au plus tard.
The study shall also address aspects such as the Secretariat, staff capacities, running of the IDL system, conference facilities, financial arrangements, management and coordination of ESDP training at EU level, and the civil-military balance within the ESDC network, to be prepared by the General Secretariat of the Council and presented by the Presidency to the Council by November 2008.
