Text messaging (known more formally as Short Message Service (" SMS" )) is a form of communication service using standardized communications protocols and mobile telephone networks to allow for the exchange of short text messages from one mobile phone device to another.

In March 2012, the Library renewed its memorandum of understanding with the House of Commons administration for the provision of information technology (IT) services.

Communication protocols must support bidirectional point-to-point communications using those parts of the radio frequency spectrum identified by ICAO as suitable for air–ground data communications in support of air traffic services.
