Dans sa résolution sur les perspectives du marché intérieur du gaz et de l’électricité adoptée le 10 juillet 2007, le Parlement européen a manifesté son soutien politique appuyé à une politique commune de l’énergie, en considérant que la séparation de la propriété au niveau du transport est « le moyen le plus efficace de promouvoir de façon non discriminatoire l ’ investissement dans les infrastructures, un accès équitable au réseau pour les nouveaux arrivants et la transparence du marché ».
In its Resolution on Prospects for the internal gas and electricity market adopted on 10 July 2007, the European Parliament expressed strong political support for a common energy policy, considering that "transmission ownership unbundling is the most effective tool to promote investments in infrastructures in a non-discriminatory way, fair access to the grid for new entrants and transparency in the market".
