Acknowledges that both governance on sustainable development and international governance may require implementation and coordination efforts at regional level and will need a more coherent regional institutional framework; urges therefore the WSSD to consider the creation of a World Environment Organization under the auspices of the UN; urges international organisations, notably the United Nations bodies and organisations, working on environmental and sustainable development issues at regional or national levels, to extend thei ...[+++]r consultations with non-governmental organisations and other major groups; calls upon the Summit to discuss ways and means to promote compliance with, and enforcement of, multilateral environmental agreements; at the same time, WSSD should clarify that responsibility for workers' rights and environmental protection remain with governments and the respective international fora (ILO, UNEP, etc), and that the roles of those fora should be strengthened;

By letter of 22 June 2001 the Commission submitted to Parliament, pursuant to Article 251(2) and Article 175(1) of the EC Treaty, the proposal for a European Parliament and Council decision on laying down a Community Action Programme promoting non-governmental organisations primarily active in the field of environmental protection (COM 2001/0337 - 2001/0139 (COD)).

It can nevertheless be used as a shorthand to refer to a range of organisations which include: the labour-market players (i.e. trade unions and employers federations - the "social partners"); organisations representing social and economic players, which are not social partners in the strict sense of the term (for instance, consumer organisations); NGOs (non-governmental organisations) which bring people together in a common cause, such as environmental ...[+++] organisations, human rights organisations,, charitable organisations, educational and training organisations, etc.; CBOs (community-based organisations, i.e. organisations set up within society at grassroots level which pursue member-oriented objectives), e.g. youth organisations, family associations and all organisations through which citizens participate in local and municipal life; religious communities.
