10. Calls on the Croatian authorities further to strengthen the administrative capacities of anti-corruption bodies, including by following EU best practice, and to foster a culture of political, public sector and judicial accountability as a prerequisite for building and strengthening the rule of law; stresses that continued efforts are needed to develop further the track record on handling organised-crime and corruption cases effectively and to strengthen legislation that prohibits companies with links to criminal organisations from participating in public procurement; considers it important to continue reforming law-enforcement agen ...[+++]cies with the goal of making them efficient, effective, depoliticised and respectful of civil rights and freedoms;

In particular, Law No 141/1961 Coll. - the Criminal Code, paragraph 10 relating to exclusion from the jurisdiction of the bodies competent for criminal proceedings, states: "Persons enjoying privileges or immunities under national law or international law shall be excluded from the jurisdiction of the bodies competent for criminal proceedings under this code".

The principle of independence entails that “neither the ECB, nor a national central bank, nor any member of their decision-making bodies shall seek or take instructions from Community institutions or bodies, from any Government of a Member State or from any other body” (Art. 130 of the Treaty, Art. 7 of the Statute).

9. Is of the view that a comprehensive and swift reform of the judiciary is vital for the success of the modernisation process in Turkey; welcomes the Government's approval of the judiciary reform strategy and notes with satisfaction the broad consultative process on which it was built; encourages the Government to implement the strategy without delay, with particular attention to systematic measures to enhance the impartiality and professionalism of the judiciary, as well as its compliance with the standards of the ECHR; in this context, calls on the Turkish Government to issue guidance to prosecutors regarding laws that are frequently used to limit freedom of expression; also encourages the Government to ...[+++]restructure the High Council of Judges and Prosecutors, so as to ensure its representativeness, objectiveness, impartiality and transparency;
