It's a slow process; it's one we continue to do. The thing to keep in mind is that it is not so much the fact of an identifier, the existence of an identifier, but the way in which it is used, the controls that must be placed on its use—because absent control, it will be abused, no question—and the fact that in the next decade, in the future, I think there's going to be an unprecedented demand for very reliable, secure forms of unique identifiers.

In the next few weeks every registered voter in North Vancouver will be receiving a confidential PIN number which will allow them to vote by dialling a 1-900 number, using their touch tone telephone to enter PIN identification and then voting yes or no to the questions on the electronic ballot.
