Recalls that fact-finding visits are one of the most important investigation tools that the Committee on Petitions has, as foreseen in the rules, even though there were none in 2014; considers it essential that the follow up of petitions under investigation during the fact-finding visits does not come to a standstill, including between European elections and the reconstitution of Parliament, and calls on the committees of Parliament to make appropriate arrangements; stresses the need for fact-finding visits to result in clear recommendations focused on the resolution of petitioners’ problems; expects the regular activity of the Co ...[+++]mmittee on Petitions, in terms of fact-finding visits, to be resumed as of 2016;

Stresses that transparency and accountability are essential requirements not only for democratic scrutiny but also for the adequate functioning, and the credibility, of missions carried out under the EU flag; reiterates the importance attached by Parliament to exercising oversight over the way the different CSDP missions and operations are budgeted; welcomes the reporting mechanisms provided for by the interinstitutional agreement of 2 December 2013, such as the quarterly reports on the CFSP budget and the joint consultation meetings on the CFSP; welcomes the commitment made by the VP/HR to breathe new life into the latter meeting ...[+++]s and to introduce an appropriate degree of flexibility regarding their scope in order to keep Parliament fully informed on military missions and on the work and agenda of the Political and Security Committee; maintains that any improvement in the flexibility and efficiency of financing and undertaking missions and operations must not compromise the achieved positive developments with regard to transparency and accountability in CSDP interventions; calls on the Commission to make an extensive interpretation of Article 49(1)(g) of the Financial Regulation and to propose specific lines for each civilian CSDP mission under the CFSP chapter, and to automatically include in the annual activity report a breakdown of each mission on the basis of participants and costs incurred;

Notes with concern that the mission expenses of the Information Offices amounted to EUR 1 839 696 in 2013, with missions to Strasbourg accounting for EUR 1 090 290; regrets that the cost of missions from the Information Offices to Strasbourg increased by around 7 % from 2012, with a further 2 % increase being due to the creation of the new Information Office in Croatia; asks to be provided with details of the main reasons why Information Office staff undertook missions to Strasbourg and Brussels; asks to be provided with a brea ...[+++]kdown of the missions undertaken by the staff of each Information Office in 2005, 2010 and 2015, so that comparisons can be drawn up; insists that priority should be given to the use of videoconferences, making both structural cost reductions to the Parliament's budget and environmental improvements, which do not detract from Parliament's work;
