This included $6 billion in new funding programs for provincial, territorial and municipal infrastructure, such as the infrastructure stimulus fund and the recreational infrastructure Canada program.

This proposal before us embedded deeply in this bill would say that the building Canada fund, the green infrastructure fund, the recreational infrastructure fund, the border infrastructure fund, the municipal rural infrastructure fund, none of these would have the same requirements around environmental assessment that they currently do.

Mr. Speaker, what is not missing are millions of dollars that have been committed to Cape Breton by the government over the last four years, most of which the member voted against; for example, the infrastructure stimulus fund, $175 million to support marine Atlantic revitalization; money through the gas tax; and projects through CAF and RInC.

In order to reflect the significant needs in terms of transport and environment infrastructure of the Member States that acceded to the Union on or after 1 May 2004, the share of the Cohesion Fund will be set at one third of their total financial allocation (Structural Funds plus Cohesion Fund) on average over the period.

(14) In order to take into account the needs of users, or potential users, of railway infrastructure capacity to plan their business, and to the needs of customers and funders, it is important that the infrastructure manager ensures that infrastructure capacity is allocated in a way which reflects the need to maintain and improve service reliability levels.
