The response to cybercrime (e.g. phishing) must involve the entire chain: from Europol's European Cybercrime Centre, Computer Emergency Response Teams in the Member States concerned by the attack, to internet service providers that can warn end-users and provide technical protection.

The conflict has been degenerating since March, forcing us today to have an eleventh hour debate as the international community prepares for more aggressive action to pressure President Slobodan Milosevic into honouring his country's commitments under the UN charter.

7. If a Member State is the victim of armed aggression on its territory, the other Member States shall have towards it an obligation of aid and assistance by all the means in their power, in accordance with Article 51 of the United Nations Charter.

I will demonstrate this by giving a real life example of just how far Canada's courts have already gone to restrict or roll back the protection given to freedom of religion and freedom of conscience and the protection given to those rights under section 2 of the charter when this protection has come into conflict with the currently fashionable but constitutionally unjustifiable, highly aggressive reading of the charter's equality of rights section, section 15.

For the benefit of the minister and those who have again overlooked women as victims of sexual assault, this is what it says in the preamble of what is now Chapter 32 of the Statutes of Canada, 1995, and I quote: ``Whereas the Parliament of Canada is gravely concerned about the incidence of violence in Canadian society; whereas the Parliament of Canada recognizes that violence has a particularly disadvantaging impact on the equal participation of women and children in society and on the rights of women and children to security of the person and to the equal protection and benefit of the law as guaranteed by sections 7, 15 and 28 of the ...[+++] Canadian Charter of Rights and Freedoms; -whereas the Parliament of Canada desires to promote and help to ensure the full protection of the rights guaranteed under sections 7, 11, 15 and 28 of the Canadian Charter of Rights and Freedoms for all Canadians, including those who are or may be victims of violence''.

The purpose of third party records is not an inquiry into the assault in an investigative manner to provide further evidence of whether the assault actually occurred; rather, the records assist the therapist by recording in a qualitative manner how the assault has impacted the victim's life and what therapeutic interventions are being employed for treatment.
