Those who are watching CPAC and listening to the debate on the motion to concur in the 25th report of the Standing Committee on Procedure and House Affairs must be saying to themselves that this is another report that will sit on someone's shelf and then be archived so that a 100 years from now people will be able to study it, if they are so inclined to look at the history of the country.
