Je tiens à dire que, jusqu’à ce réexamen, il va sans dire que le règlement n’empêche en rien les États membres d’ouvrir entièrement leurs marchés de cabotage, pour autant qu’ils le fassent sans discrimination à l’encontre des autres États membres ou en vertu d’accords entre les gouvernements nationaux avant les règles communautaires en vigueur en ce qui concerne l’accès au marché.
I mention that, until this review, it goes without saying that the regulation does not prevent Member States in any way from completely opening their cabotage markets provided that they do this without any discrimination against the other Member States or under agreements between the national governments prior to the Community rules in force regarding market access.
