Clause 66 provides that a document appearing to have been issued by the Minister of Health, certifying the day on which the acts or omissions become known to the Minister, is similarly admissible as evidence without proof of signature or official character, for both violation proceedings and offence prosecutions, and, absent evidence to the contrary, is proof that the Minister became aware of the acts or omissions on that day.
