Takes the view that the criminal activities and barbaric violence by terrorist jihadists groups engaged in and associated with the so-called Islamic State (IS) represent a major threat to the wider Middle East and North Africa (MENA) region, to Europe, and potentially to global peace and stability; supports the global coalition against IS and its efforts to combat IS militarily; welcomes the contributions of EU Member States in this context and encourages closer and efficient global cooperation and dialogue in order to reach a common threat assessment; urges the stepping-up of resolute global regulatory pressure to deprive jihadis ...[+++]ts of oil revenues and to apply strict global sanctions against financial transactions in their favour; points out in this connection that jihadist groups are also receiving funding from some Arab countries and that the EU should ask those countries to show greater consistency; points to the urgent need to counter jihadist groups’ use of the internet for recruitment and propaganda; insist on the need to step up international as well as intra-EU cooperation, focused on preventing extremists from travelling to Syria and Iraq to join the jihadist fight, including investment in national radicalisation prevention and de-radicalisation programmes in Member States; calls on the Member States to enact ways to bring those returning European fighters to justice, within the remit of their domestic criminal law systems; recalls the need for closer cooperation and coordination between Turkey and the EU;

Appreciates the efforts made by the EEAS and the Commission to report back to Parliament on the implementation of the first EU Action Plan on Human Rights and Democracy; calls on the VP/HR and the EEAS to involve the Member States, the Commission, Parliament, civil society and regional and international organisations in the review and consultations leading to the adoption of a new Action Plan, to take effect in early 2015; welcomes the discussions aimed at achieving better prioritisation of objectives in the new Action Plan, and ...[+++] at improving the clarity, effectiveness and coherence of this EU external policy tool, but warns against narrowing the scope of the Action Plan or lowering the level of ambition in terms of mainstreaming human rights across EU policy areas;

The importance of supporting DNA testing is reflected in the fact that both the Canadian Association of Chiefs of Police and the International Association of Chiefs of Police have passed resolutions demanding increased resources be committed by government for DNA testing so that police can carry out their duties of protecting life and apprehending criminals.

Welcomes the work on RM and sustainability in the OECD, G8 and G20 and stresses the further need for a G20 dialogue on RM in order to develop a common perspective; further welcomes the will of G8 and G20 members to fight RM price volatility and calls for the development of concrete measures to curb speculation in that field; calls on the Commission to promote the work of the OECD on the impact of export restrictions and their use as a policy tool; supports the inclusion of non-OECD members in these discussions; calls for the creation of strategic cooperation between the EU, US and Japan on CRM towards a ‘global RM watch’ by shari ...[+++]ng demand and supply data, common forecasting, encouraging the exchange of best practice, technological know-how and patents, analysing supply chains, investigating the possibility for joint strategic stocks and the establishment of joint RD projects; takes the view that such issues should be part of the agenda of the next EU-US Summits; calls on the Commission to promote Track-II diplomacy on RM by supporting the exchange of non-governmental organisations, academia and think-tanks from the EU and other resource-relevant countries; calls on the Commission to organise regular events, such as JOGMEC's ‘Metal Saloons’ on RM with other resource-relevant countries; further asks the Commission to investigate the feasibility of an international statistics initiative on CRM based on the example of the Joint Organisations Data Initiative (JODI), as well as whether an international covenant for metals might be a useful tool; calls on the European Defence Agency to contribute, in accordance with Article 42(3) of the TEU, to the identification of measures to strengthen the industrial and technological base of the defence sector with regard to RM;
