Dans les formes visées aux points a) et b), la "valeur vénale" correspond au prix auquel l'immeuble pourrait être vendu sous contrat privé entre un vendeur consentant et un acheteur non lié à la date de l'évaluation, partant de l'hypothèse que la mise du bien sur le marché est rendue publique, que les conditions du marché permettent une vente régulière et qu'il existe un délai normal, eu égard à la nature du bien, pour négocier la vente;
In both (a) and (b) "market value" shall mean the price at which the property could be sold under private contract between a willing seller and an arm's-length buyer on the date of valuation, it being assumed that the property is publicly exposed to the market, that market conditions permit orderly disposal and that a normal period, having regard to the nature of the property, is available for the negotiation of the sale;
