The definition of statistical units in the BR Regulation follows Council Regulation (EEC) No 696/93 of 15 March 1993 on the statistical units for the observation and analysis of the production system in the Community[3] (hereinafter the "Statistical Units Regulation").

2. For economic activities, statistical units are local units or kind-of-activity units, as defined in Council Regulation (EEC) No 696/93 of 15 March 1993 on the statistical units for the observation and analysis of the production system in the Community(1), according to each Member State's statistical system.

The Commission is currently studying the advisability of setting up an election unit responsible for horizontal coordination of election observation and assistance, including prior planning and evaluation, in order to assist the geographical units and Commission Delegations and to liaise with the other institutions and organisations involved.

A second aspect of the EU contribution was the international observation of the elections and the establishment of a European Union Election Observation Unit.

Several CFSP decisions were taken by the Council concerning the Palestinian elections: the joint action of 19th April 1994 on support of the Middle East peace process [29], which announced the EU intention to give assistance and to observe the elections in the Occupied Territories; the Council Decision of 1st June 1995 [30], committing 10 million Ecus for this purpose, and the Council Decision of 25th September 1995, establishing a European Union Electoral Unit and defining the financial and administrative procedures for the observation of elections [31].

This unit, which is not observable (except in the case of a local KAU only producing one type of product), is the unit of homogeneous production, defined as covering no secondary activities.
