By adopting, on 14 February 1984, the first draft Treaty establishing the European Union (known as the ‘Spinelli’ draft, after its rapporteur), Parliament initiated a reform process which was to continue for the following 20 years and lead to the drafting of the Single European Act, the Maastricht Treaty, the Treaty of Amsterdam, the Treaty of Nice and, now, the Treaty establishing a Constitution for Europe.
