The Commission will implement the bio-economy strategy and will foster markets for bio-based products, speeding up the development of standards and their international recognition, promoting labelling and green public procurement, and will work with industry to develop detailed proposals for a bio-economy PPP (2013-14 onwards).

Regarding industry and small and medium sized enterprises (SMEs), a country development strategy including industrial policy elements remains to be adopted and the SME strategy implemented.

The EED creates an opportunity for Member States to introduce a step-change in the levels of investment into energy efficient buildings, as it requires the Member States to establish by April 2014 a long-term strategy for mobilising investment in the renovation of the national stock of residential and commercial buildings, and to facilitate the establishment of financing facilities for energy efficiency improvement measures to maximise the benefits of multiple streams of financing.
