1. As from the dates mentioned in Annex I, column 5, at the latest, flocks and herds of origin of the species listed in column 2 shall be tested for the zoonoses and zoonotic agents listed in column 1 prior to any dispatching of the live animals, or hatching eggs, from the food business of origin.

Articles 4, 11, 12, and 14 shall not apply to rough diamonds which enter the Community territory or Greenland solely for the purposes of transit to a participant outside those territories, on condition that neither the original container in which rough diamonds are being transported nor the original accompanying certificate issued by a competent authority of a participant has been tampered with at entry into or exit from the Community territory or Greenland, and the transit purpose is clearly attested by the accompanying certificate.

Articles 4, 11, 12, and 14 shall not apply to rough diamonds which enter the Community territory solely for the purposes of transit to a participant other than the Community, on condition that neither the original container in which rough diamonds are being transported nor the original accompanying certificate issued by a competent authority of a participant have been tampered with at entry into and exit from the Community territory and the transit purpose is clearly attested by the accompanying certificate.

4. Flocks and herds of origin of species listed in Annex I, Column 2, shall be tested for the zoonoses and zoonotic agents listed in Column 1, prior to any dispatching of the live animals or hatching eggs from the food business of origin.

Calls for the definition of BSE-free places of origin according to IOE standards not only to relate to third countries but also to be applied in the EU, in order to recognise the regionally differing risk potential and take it into account; the origin of animals must be able to be clearly proven so that the eradication of BSE as a gradual process can be verified on a Community level and herds demonstrating this level of clearance can re-enter the market, subject to compliance with the Florence conditions and taking into account the results of EU inspections; this process would at the same time give regions affected by BSE clear gui ...[+++]delines which would enable them in the long term to eradicate the BSE problem and become BSEfree;
