Regrets that, even when strategies are defined, the EU often does not manage to implement them, and is instead forced to take contingency and emergency action; recalls that this has notably been the case in the Sahel region, for which a very comprehensive and well-prepared EU strategy document (the 2011 EU Strategy for Security and Development in the Sahel) had been unanimously approved but did not lead to satisfactory implementation until the situation in Mali deteriorated dramatically; calls for a lessons-learned analysis of this particular case, as well as – more broadly – for improved early warning analysis of key volatile regions, in order to establish concrete conflict-prevention and mediation initiatives and thereby improve ups ...[+++]tream action by operating a policy shift from reactive-centric approaches to a more adequate and efficient prevention-focused approach;

The choice of tissues for analysis should maximise the detection of chemicals that are direct-acting in vitro mutagens, rapidly metabolised, highly reactive or poorly absorbed, or those for which the target tissue is determined by route of administration (6).

Recommends that Member States enhance the implementation of Chapters IV (International Cooperation) and V ( Asset Recovery) of UNCAC, especially to grant more efficiency to mutual legal assistance requested by third countries, notably by interpreting domestic legislation in a way which facilitates the assistance requested, by de-linking confiscation from conviction in the requesting state for the purposes of providing mutual legal assistance, and by providing their legal systems with the requisite human and financial resources so that cases can be handled properly and swiftly; urges the EU to prioritise this issue of great relevance in third countries going through democratisation processes, namely by addressing legal barriers and the ...[+++]lack of willingness to cooperate from financial centres within the EU, which often maintain an unresponsive and inefficient mutual legal assistance regime;

The establishment of a Union antigen, vaccine and diagnostic reagent bank would promote the Union's animal health objectives by enabling a quick and effective response when its resources are required and represents an efficient use of limited resources.

Furthermore, the rapid development of technology requires that prevention of the internet attacks, remedial reactions and the resilience of the global net should be based on a comprehensive, reactive, flexible, innovative and long-term framework.

3. National Laboratories must keep inactivated reference strains of all serotypes of foot-and-mouth disease virus, and immune sera against the viruses, as well as all other reagents necessary for a rapid diagnosis.
