The reference asked that the twenty-second report of the committee not be adopted but be referred back to the committee.

With revelations last week about the secret $90,000-payment and an agreement between lawyers representing Senator Duffy and the Prime Minister, the impression has certainly been left with Canadians that some members of the Standing Committee on Internal Economy, Budgets and Administration were acting on orders of the Prime Minister's Office when they made their findings concerning Senator Duffy in their twenty-second report.
