The proposed guidelines reflect current best practices and most recent developments including lessons from the UN Sustainable Development Goals, the Paris Climate Agreement, the industry-led Task Force on climate-related financial disclosures set up by the Financial Stability Board, and the on-going work of the High-Level Group on Sustainable Finance established by the European Commission in the context of the Capital Markets Union initiative.

Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with I ...[+++]HL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.

Considers that the Joint Working Group should reflect the democratic balance within Parliament; believes that the working group should consider, inter alia, further alternatives relating to the opening hours of the Members’ Register and measures to encourage the use of cheaper and greener modes of transport; furthermore, calls on the working group to report back to the Committee on Budgets and the Bureau in order to achieve medium and long-term structural and organisational savings in Parliament's budget;
