The Yacht Port La Punta project, in Ibiza, with a capacity of 885 yachts up to 40 metres long, will have irreversible consequences for marine ecosystems, the adverse impact including the destruction of around 120 000 m of the protected plant species Posidonia oceanica, as the project developers themselves recognise.

G. whereas current property law in Spain grants property owners 90 % of construction rights and the specific nature of the LRAU requires property owners, in the event of the approval of a land development project (Plan de actuación integrada – PAI) by a local authority, to cede a minimum of 10 % of their property to the municipality as ‘Patrimonio Municipal Suelo’ (municipal land asset), together with the land for any paths, roads, car parks etc., public areas and public facilities, or pay development costs decided by the developer of that new infrastructure, a procedure over which the owner has no control,

The proposed Nunavut planning and project assessment act also assigns clear roles and responsibilities to the various bodies involved in the project assessment process, including the Nunavut Planning Commission, the Nunavut Impact Review Board, departments and agencies, responsible ministers, regulatory authorities and project proponents.

There is no attempt in this bill or in the thinking of government as a policy matter, as far as I know, to essentially start asking proponents of development to start paying fees in order to get their projects processed in terms of conformity with planning or getting the appropriate paperwork by way of a project certificate.
