Calls for the completion of both the Financial Services Action Plan (FSAP) and the Risk Capital Action Plan (RCAP); notes that there are still differences in the costs of cross-border banking transactions in the euro zone which - despite the steps that have been taken - play a part in distorting citizens' perception of the single market;

Quiet areas make a beneficial contribution to public health, particularly for people living in noisy city areas. As part of the action plans, Member States were required to introduce specific measures and draw up action plans to protect quiet areas in agglomerations against an increase in noise.

Given the experience acquired in the field of rural development under the LEADER programme and the lessons that could be drawn from pilot projects on land-use planning implemented under the TERRA programme, it is proposed that a strategy be formulated designed to improve the integrated regional approach to mountain areas, taking into account the interaction between various decisionmaking levels (vertical integration) and in particular that a seminar should be held on 'mountain regions and land-use plan ...[+++]ning'; a communication from the Commission to the Council on EU mountain regions should be drawn up, extending and adapting to mountain regions the method applied to coastal areas as set out in the Commission communication to the Council and the European Parliament on the integrated management of coastal zones; on the basis of that communication, a Community action plan for mountain areas should be drawn up and submitted to the Council for approval, grouping together horizontally a package of measures which could be carried out by the Union under different Community regulations, programmes and initiatives.

2. For regions concerned by objective 1, the regional development plans shall include measures relating to the conversion of declining industrial areas and the development of rural areas, together with employment and vocational training measures other than those covered by plans submitted in connection with objectives 3 and 4.
