4. Sous réserve que des signaux de localisation appropriés et efficaces soient fournis, conformément au paragraphe 2, les redevances d'accès aux réseaux payables par les producteurs et les consommateurs sont appliquées indépendamment du pays de destination et, respectivement, d'origine de l'électricité, comme spécifié dans l'accord commercial sous-jacent.
4. Providing that appropriate and efficient locational signals are in place, in accordance with paragraph 2, charges for access to networks applied to producers and consumers shall be applied regardless of the countries of destination and, origin, respectively, of the electricity, as specified in the underlying commercial arrangement.
