In addition to assessing Member States' compliance with Single Market law, the Scoreboard evaluates how they help citizens and businesses via various EU tools for general information and job search (Your Europe portal, Your Europe Advice, Solvit, EURES).

66. Acknowledges that the Single Market Scoreboard can be considered a best practice for monitoring and evaluating the compliance of Member States with Single Market obligations, given that it can trigger improvements and catch-up processes among countries; stresses, however, that this scoreboard makes no provision for quality assessment tools; stresses the importance of improving dialogue with and between Member States in order to identify and address the complexities they are experiencing in implementing the Single Market legislation; in this regard, calls on the Commission to better assist Member States, when they so request, with the implementation of comple ...[+++]x Single Market legislation;

Following the ‘Governance check-up’ report from February 2012, which presented an integrated view of the various Single Market tools as parts of a ‘governance cycle’, and the 15th Internal Market Scoreboard published in February 2013 and traditionally providing an assessment of the Member States’ performance in implementing Single Market legislation, the Commission presented in June 2013 an Online Single Market Scoreboard, the purpose of which is to ensure coherent reporting, analyse strengths and weaknesses and provide various incentives for improvement.

Therefore, I think it is also important to say that, as President Barroso also mentioned, we have tools in our hands: further developing the single market, removing still existing obstacles, and the Europe 2020 Strategy.

3. Calls on the Commission and the Member States to strengthen the governance of the digital single market, ensuring net neutrality and the efficient and smart use of ICT with a view to reducing the administrative burden on citizens and businesses; calls on the Commission to strengthen existing governance tools and to come forward with a coherent approach to promoting their use, including the Internal Market Information System (IMI), Solvit, Your Europe and the Points of Single Contact (PSCs) set up under the Services Directive;

AG. whereas SOLVIT has an important role as key problem-solving tool at national level and hence in ensuring better compliance with Union law relating to the Single Market, yet the potential of SOLVIT remains under-used; whereas concrete actions to improve the visibility of SOLVIT and more intensive communication to European citizens on SOLVIT should be encouraged, in order to better exploit its potential, within the current budget; whereas more efforts should be undertaken to better integrate SOLVIT into the range of assistance services and enforcement tools available at national and Union level; whereas, in the same vein, improvements with regard to the user-friendliness and the clarity of information ...[+++] of the Points of Single Contact in the Member States are necessary;
