In order to avoid any disruption of trade, provisions to implement the Agreement in the form of an exchange of letters should be adopted and in particular the three derogations provided for in Regulations (EC) No 883/2001, (EC) No 1037/2001 and (EC) No 2303/2003 should remain in force until the date of application of Articles 4 and 9 of the Agreement on trade in wine but no later than three years from the date of entry into force of the Agreement in the form of an exchange of letters.

Furthermore, the Council by Decision 2002/55/EC(5) has approved an Agreement in the form of an Exchange of Letters between the European Community and the Republic of South Africa on trade in wine amending the volume of the tariff quota for wine imported in bottles provided for in Annex X to the TDC Agreement.

Following signature of the Community's original letter on 29 October 2002, FYROM indicated, in a letter dated 12 December, its agreement with the content of that letter though in a slightly different form, restating its position regarding its constitutional name.

In November 2009, the Presidency of the Council of the European Union and the United States Government signed an interim agreement concerning the processing and transfer of financial messaging data from the EU to the US for TFTP purposes, which the European Parliament did not endorse.[71] On the basis of a new mandate, the European Commission negotiated a new draft agreement with the US, presenting to the Council on 18 June 2010 a proposal for a Council Decision on the conclusion of the Agreement between the European Union and the United States of America on the processing and transfer of Financial Messaging Data from the European Union to the United States for the purposes of the Terrorist Finance Tracking Program (EU-US TFTP Agreement).[7 ...[+++]2] The European Parliament gave its consent to the conclusion of this agreement on 8 July 2010.[73] The Council is now expected to adopt a Council Decision concluding this agreement, following which the agreement would enter into force via an exchange of letters between the two parties.

The Council adopted a Regulation concerning the conclusion of the Agreement in the form of an Exchange of letters amending the Agreement between the EC and Hungary on the reciprocal establishment of tariff quotas for certain wines, and amending Regulation (EC) n° 933/95 opening and providing for the administration of Community tariff quotas for certain wines.
