1. Lorsqu'un ordre reçu lui paraît entaché d'irrégularité, ou s'il estime que son exécution peut entraîner de graves inconvénients, le fonctionnaire en avise son supérieur hiérarchique direct, qui, si l'information est transmise par écrit, répond également par écrit. Sous réserve du paragraphe 2, si ce dernier confirme l'ordre, mais que le fonctionnaire juge cette confirmation insuffisante au regard de ses motifs de préoccupation, il en réfère par écrit à l'autorité hiérarchique immédiatement supérieure.
