7. Notes that the 2017 mid-term review of the Development Cooperation Instrument (DCI) programming documents presents a good opportunity to assess the impact of DCI-financed programmes on women and girls, clearly identify the share of DCI-financed programmes that benefit women and girls, and make necessary reallocations should this prove necessary;

Some of the findings and recommendations of the overall monitoring exercise concerned the request for a detailed strategy and action plan for ERA; the importance of candidate countries’ participation and international cooperation in the context of ERA; the need to better understand how SMEs are working within the Framework Programme; the importance of giving further emphasis to the gender issue in the Framework Programme and to promote women in science; the need for better intelligence to support planning and operational activities, especially in the context of new instruments; and the urgent requirement to install a central managem ...[+++]ent information system.

In its resolution on the Commission annual reports it takes the view that sex-disaggregated statistics and gender indicators are "an essential tool for assessing progress towards equality goals and for promoting gender mainstreaming by showing the differential impact on women and men of all policies, particularly in fields previously thought to be gender neutral". Parliament also considers it essential to identify comparable indicators, analysis proced ...[+++]ures and information to facilitate a correct assessment covering all aspects related to gender equality.

1. Urges the Commission to launch a specific statistical programme for regions that depend on fishing, paying particular attention to artisanal and coastal fishing, traditional fishing methods and specific marketing channels, and to the work and social and labour conditions of women shellfish gatherers, net-makers and artisanal workers in fisheries and related activities, with the aim of assessing the specific needs associated with women’s activity and enhancing the social recognition given to these extremely arduous occupations;

the collection of market data, studies, analysis of labour market and skills needs, European and national cultural policies analysis and support for statistical surveys based on instruments and criteria specific to each sector and evaluations, including measurement of all aspects of the impact of the Programme.

Such plans should also provide for measures geared to the specific needs of women, with the Member States being required to ensure the involvement of non-governmental organisations dealing with women’s specific needs in the development, follow-up and evaluation of the national action plans.
