(4) In this section, “net return in any year” means an amount equal to annual net earnings derived from the project computed by deducting from the total annual revenues therefrom all expenses of the year in respect thereof, including provision for taxes, insurance, repairs and maintenance, interest and an amount sufficient to amortize the cost of construction of the project, including the cost of the land, over the estimated useful life of the project.

– (PT) Overall, I voted in favour of this report, given that Ireland has submitted a request for assistance and the mobilisation of the European Union Solidarity Fund to respond to a disaster caused by severe flooding in November 2009, and due to the fact that this flooding caused considerable damage to many homes, farms, roads and water supply networks, and that the financial aid provided under the fund will enable the Irish authorities to recoup some of the costs incurred in responding to the emergency.

There are, however, throughout this report, mentions of specific audit findings which give some indication of the scale of potential benefits which more rigorous financial management and control could achieve, in terms of amounts which should be recovered, payments for activities which were not eligible for aid or expenditures which were not demonstrably useful in achieving policy objectives, even if they could not be considered as entirely irregular.Given the limited extent to which the Court, with the number of auditors at its disposal, can audit financial management in any one year, it is clear that there is great scope for improvemen ...[+++]t and that any costs incurred in securing such improvement would be recovered in a very short time.
