The Network should build on the experience of and replace the existing informal advisory group of the European Network of Heads of PES that the Commission has supported since 1997, the views of which have been taken into account in this Decision.

With a view to achieve the objectives of rural networking at the European level set up in Articles 52(2) and 53(2) of Regulation (EU) No 1305/2013, and to carry out the tasks provided for in Articles 52(3) and 53(3) of that Regulation for the ENRD and the EIP network respectively, it is necessary to set up a Rural Networks' Assembly and to define its tasks and its structure, in accordance with the White Paper from the Commission entitled European governance , and in accordance with the Communication from the President to the Commission entitled Framework for Commission expert ...[+++] groups: horizontal rules and public register ( ‘Framework for Commission expert groups’).

These activities can also ensure a higher return on investment of space infrastructure and contribute to tackling societal challenges, in particular if coordinated in a global effort such as through the Global Earth Observation System of Systems (GEOSS), namely by fully exploiting the Copernicus programme as its main European contribution, the European satellite navigation programme Galileo or the Intergovernmental Panel on Climate Change (IPCC) for climate change issues.

In order to supplement or amend certain non-essential elements of Regulation (EC) No 1217/2009, the power to adopt acts in accordance with Article 290 of the Treaty should be delegated to the Commission in respect of amending Annex I with respect to Farm Accountancy Data Network (FADN) divisions per Member State, laying down the rules for fixing the threshold for the economic size of returning holdings and the rules for establishing the plan for the selection of returning holdings, fixing the reference period for the standard output, defining the general and principal types of farming, specifying the main ...[+++]groups of accountancy data to be collected and adopting general rules on the accountancy data to be included in the farm return.

The ERECON project is expected to facilitate open and wide-ranging discussion among experts by establishing the appropriate organisational structures and meeting opportunities, to create a network of excellence, synergies and cross-disciplinary exchange in order to enhance knowledge on the most efficient use of rare earth elements as well as REE mining and refining.

On the request of the European Parliament the Commission launched a call for seeking professional support to establish the European Rare-Earth Competency Network (ERECON), a network that should bring together experts from Europe's universities, research institutes, policy-makers, think tanks, industry and experts from outside the EU in order to advance exchange of best-practice on REE, increase the understanding of the special properties of REE, make recommendations on research and promote the sustainable mining, recyclab ...[+++]ility and substitution of REE.
