When I talk to business, labour and academic interests in Atlantic Canada I hear a desire to pursue new paths to economic growth; not the tired and discredited Liberal policies of trying to stimulate growth through patronage tainted subsidies, grants and handouts to the few, but new and more credible policies. I will list them: tax relief for the many to put more dollars in the pockets of consumers to spend and Atlantic business to invest; a concerte ...[+++]d effort to expand trade between Atlantic Canada and the New England states, which was the basis of the old Atlantic economy before it entered Confederation and in which Atlantic Canada was stronger than it is now; a vigorous effort to expand Atlantic rim trade to make Atlantic Canada the gateway for European-North American trade; rebuilding the infrastructure of the whole east coast through public-private partnerships, but partnerships acceptable to the province and untainted by federal Liberal patronage; creating a tax and investment environment conducive to the growth of the knowledge industry in Atlantic Canada to take advantage of the many excellent institutions of higher learning and to create 21st century jobs for Atlantic Canadian youth close to home.

ACTIONS The Commission will: Key Action 8: Adopt in 2010 a Broadband Communication that lays out a common framework for actions at EU and Member State to meet the Europe 2020 broadband targets, including: Reinforce and rationalise, in this framework, the funding of high-speed broadband through EU instruments (e.g. ERDF, ERDP, EAFRD, TEN, CIP) by 2014 and explore how to attract capital for broadband investments through credit enhancement (backed by the EIB and EU funds); Propose an ambitious European Spectrum Policy Programme in 2010 for decision by the European Parliament and the Council that will create a co-ordinated and strategic spe ...[+++]ctrum policy at EU level in order increase the efficiency of radio spectrum management and maximise the benefits for consumers and industry; Issue a Recommendation in 2010 to encourage investment in competitive Next Generation Access networks through clear and effective regulatory measures.
