26. Calls on the Member States, in agreement with the Commission, to establish measures and concessions for apprenticeship contracts and bonuses for business start-ups by young people aged under 35; considers, in particular, that the Member States should provide greater and better support services for start-ups, organise awareness-raising campaigns concerning the opportunities and prospects involved in self-employment, arrange more cooperation between employment services, and provide support for businesses, including with the aid of (micro-)financing;

33. Considers that ICT are enabling technologies, providing growth opportunities for industries, bringing people closer, reshaping the way of working and living, providing new tools for education and training, and improving access to public services and open data; calls on the Commission quickly implement the legal framework that stimulates investments in high-speed and very-high speed infrastructure and related services, provided by the telecom package, in order to ensure stability and regulatory predictability, and safeguarding affordability and connectivity for consumers;

to undertakings whose total annual net turnover over the period of the two financial years preceding any given year in which it enjoys a special or exclusive right granted by a Member State pursuant to Article 86(1) of the Treaty, or in which it is entrusted with the operation of a service of general economic interest pursuant to Article 86(2) of the Treaty is less than EUR 40 million; however, for public credit institutions the corresponding threshol ...[+++]d shall be a balance sheet total of EUR 800 million;

public service compensation granted to undertakings with an average annual turnover before tax, all activities included, of less than EUR 100 million during the two financial years preceding that in which the service of general economic interest was assigned, which receive annual compensation for the service in question of less than EUR 30 million;
